Honestly, I have only used two different grades of Photoshop, well actually 3. CS2, CS3, and Elements 2.0 (this came with my camera). Honestly, I think one of the Elements programs would be good for starters. It's good because it allows alot of freedom, that other programs don't give you, when editing your pictures but still has some restrictions (or guidelines if you will) to help you see that certain things should be a certain way. However, the best way to learn Photoshop, is to take a class or find tips on the web on how to use them. You can subscribe to free photoshop tips on iTunes if you have that or, the way I learned, was just playing around with it. Also, Popular Photography has Photoshop tips in their magazine each month. That's pretty much all I know in that aspect.
